Participation of team member of the EU Erasmus+ program project «Implementation of European Union mechanisms for combating modern challenges and threats» in the expert discussion “TEN-T for Ukraine: a challenge for billions or a path to integration?”

On July 30, 2025, the team member of the EU Erasmus+ program project on the topic ” Implementation of European Union mechanisms for combating modern challenges and threats ” (101085700 – IMEU – ERASMUS-JMO-2022-HEITCH-RSCH), Phd of economics, assoc. prof. Marуna Domashenko took part in the expert discussion “TEN-T for Ukraine: a challenge for billions or a path to integration?”.

The event was held by the NGO “Institute of Economic Research and Policy Consulting” (IER). The aim of the event was to discuss EU technical standards for roads, the challenges of adapting Ukrainian infrastructure, potential sources of financing and the impact of such changes on the economy and road safety.

The speakers of the event were: Serhii DERKACH, Deputy Minister of Community and Territorial Development of Ukraine; Oleksandr KAVA, Deputy Minister of Finance; Serhii VOVK, Director of the Center for Transport Strategies; Anna YURCHENKO, co-founder of We Build Ukraine.

The event program included a discussion of the following issues:

  • What strategic steps does the government envisage to implement TEN-T requirements in Ukraine?
  • How realistic is it to finance the alignment of the core and extended TEN-T networks with European standards — and what role does the state budget, PPP and international financing play in this?
  • How does the adaptation of TEN-T requirements relate to road sector reform, regional priorities and road safety?
  • What technical and institutional challenges does the state face and how to cope with them — particularly in times of war and limited resources?
  • What tools can ensure effective preparation, implementation and monitoring of road projects that meet TEN-T standards?
  • How to ensure that the implementation of TEN-T does not become a formality, but a real transformation of road infrastructure?
